Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are released from various governments. Immense energy is allocated on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a ability afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly becomes resigned acknowledgment: maybe the approaching threat won't cause damage this time, preventing destruction from devastation and another blackout.
Ongoing Risks
Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the morning news: several casualties, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The detailed framework from US administration sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new proposal from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, certainly, continue.
Strategic Calculations
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a assumption well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is impossible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not change more in its favour in the coming year.
Opposing Positions
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a entire defensive failure until circumstances change in its favour.
Current Realities
Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their task will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.
While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
